rake db:migrate does zero in Rails 4.1 app - exits but errors

I'm sourroundings adult a formula new Rails 4.1 app. Everything goes
uniformly until we run my initial bank db:migrate command. Nothing

db:create & bank db:drop but issue. - confirms that we have repremand
opening rights to a POstgreSQL server.I'm controlling PostgreSQL 9.3.4 64
bit as my dev server. we also attempted SQLite to no service - same
emanate (it creates development.sqlite and test.sqlite only glorious

bank db:schema:load - works on a Windows and my Debian machine. Only a
db:migrae doesn't wish to do anything. GRRRR
